The ITOA's Tactical Parol Officer End User Series is a training and recognition initiative that provides a 6-day 48hr training and certification initiative designed to provide officers with the ability to obtain all the required state mandated hands-on, scenario-based training requirements in one course.

To accommodate agencies’ challenging schedule and staffing requirements, this 48-hour course will be presented in two 3-day sessions, allowing each agency to minimize the impact on staffing levels. Attending Officers MUST attend BOTH 3-Day classes to register for this program and get the listed mandates.

The training will be held at several locations during the six days, which will include Gurnee, Lake Villa, Elgin, and possibly NIPSTA in Glenview and one day at the Marseilles National Guard Base in Ottawa, Illinois. Locations may change based on availability.

Session One: May 27-28-29, 2025, 9am-5pm Gurnee & Lake Villa

Session Two: June 10-11-12, 2025, 9am-5pm Elgin and others that are TBD

Completion of the course will not only provide the above listed state mandated hours but will also certify attending officers as Tactical Parol Officers (TPO), recognized by the Illinois Tactical Patrol Officers Association. Each graduating officer will receive a TPO Certificate and be eligible to purchase and wear the TPO Uniform Pin.

COURSE PREREQUISITES:

  • This course is open to all sworn police officers who have completed their FTO training and are certified to utilize a pistol and patrol rifle while conducting their patrol duties. Each officer must be proficient with and have a TACTICAL PATROL RIFLE – this is MANDATORY to participate in this training.
  • Course participants should be physically capable of operating in physically challenging situations, and will be required to run, sprint, kneel, crawl, negotiate simple obstacles and perform tactical skills. If an officer is physically incapable of performing these physical tasks, please do not register them to attend.

COURSE REQUIRED EQUIPMENT: Bring all listed equipment all six days.

  • Department Vehicle – Mandatory (one vehicle if multiple Officers from the same department are attending)
  • Ballistic Vest – Concealed or outerwear.
  • Duty pistol Belt w/ pistol
  • Patrol Rifle/ Long Gun w/Sling
  • “Police” identifying outer clothing / vest
  • Department Ball Cap – W / "Police"
  • Protective Impact Resistant Safety Glasses
  • Water / Sport Drinks to Maintain Hydration
  • Inclement Weather Gear – we will train rain or shine
  • Sunscreen / Bug Repellant
  • Bag Lunch for each day on-site

The course requires every attendee to be equipped with a converted patrol rifle and pistol that shoot marking cartridges. A limited supply of converted pistols and AR15 drop in bolts from ITOA will be available for those that do not have their own converted weapons.

Officers are required to have converted weapons and supply their own marking ammunition. Officers must have a minimum of 500 marking rounds (any color) for their patrol rifle and 150 marking rounds for their pistol. Officers should also bring protective masks and neck protection if available. ITOA can supply protective gear. Acceptable marking rounds include: 9mm & .223 UTM, Simunition & Force-on-Force Brands.

DAY ONE REPORTING INSTRUCTIONS: Course attendees shall report to the Gurnee PD Training Room at 100 N. O’Plaine Rd. Gurnee IL. 60031, on Tuesday May 27, 2025 @ 9am. Park in the west lot and enter through the doors at the base of the communications tower. Bring all the equipment listed above all six days.

    ABOUT ITOA

    This is an opportunity for tactical officers to gather together to compare ideas and experiences. Through education and networking, it was hoped that high-risk operations requiring the use of a tactical team would be made safer.
