5 DAY RAPID DEPLOYMENT / ACTIVE THREAT END USER INSTRUCTOR COURSE

This five day, 40-hour Instructor course has been designed to train officers as instructors to teach Rapid Deployment – Active Threat Response Tactics & Techniques. The focus of this program will be to provide officers with the knowledge, specialized tactical skills, and associated printed materials they will need to develop, implement, and teach Rapid Deployment to their officers.

Rapid Deployment – Active Threat Response is the swift and immediate deployment of law enforcement resources to an ongoing, life-threatening “Active Threat” type of situation. These situations require immediate action and the rapid deployment of patrol officers. Failure to act could have catastrophic consequences resulting in death and/or great bodily harm to innocent people. These incidents may also necessitate the immediate and rapid deployment of patrol personnel to contain and prevent the escape of an armed and dangerous offender, or rescue a downed officer and/or civilian. Topics to be addressed include:

  • Solo Officer Movement Techniques and Tactics
  • 2 & 3 Officer Team Movement Techniques and Tactics
  • Pistol & Patrol Rifle Deployment and Handling Skills
  • Room Clearing and Building Security
  • Integrated Tactics
  • Contact & Rescue Team Techniques and Tactics
  • Use of Force and Safety Priorities
  • Equipment and Identification Requirements
  • Explosive Device Management
  • Team Leader Responsibilities
  • First Responder Supervisor Responsibilities
  • Tactical Emergency Medical Care – Self Aid / Buddy Aid

COURSE PREREQUISITES: Students should be current and/or perspective department Patrol Tactics Instructors, FTO’s, Range Officers and other officers who are familiar with and proficient in basic Patrol Tactics, as well as Active Shooter Response techniques and tactics. Attendees to this class should have End User (preferably Instructor) Training in the following areas are:

1. Use of Force

2. Tactical Pistol / Rifle

COURSE INSTRUCTORS / MATERIAL: The course instructors are ITOA & Illinois Master Tactical Instructors, with decades of experience teaching Active Threat / Rapid Deployment, as well as Realistic Scenario Based Training. They will be following nationally recognized best practices & tactics that are recent and relevant to Patrol Officers.

All of the below listed equipment is required for all three days of training.

Student Required Equipment:

  • Patrol Ballistic Vest – Concealed or outerwear
  • Glock 17T or Converted marking round capable training pistol
  • Patrol Rifle w/Sling, Light & Chamber Blocking Device.
  • Patrol Rifle Drop in Bolt Conversion, or a dedicated marking round converted rifle
  • Protective Impact Resistant Wrap-Around Safety Glasses
  • Hand Held Ballistic Shield – If Applicable
  • Water / Sport Drinks to Maintain Hydration
  • 100 Marking Pistol Training Rds.
  • 100 Marking Rifle Training Rds.

LUNCH: Due to the complexities of the safety protocols and logistics – lunch will be on-site all three days. Students will be responsible for bringing their own lunches.

The course requires every attendee to be equipped with a converted patrol rifle and pistol that shoot marking cartridges. A limited supply of converted pistols and AR15 drop in bolts will be available for those that do not have their own converted weapons. Officers are required to have converted weapons and supply their own marking ammunition. Officers must have a minimum of 100 rifle marking rounds and 100 pistol rds. (any color).

Officers should also bring protective masks and neck protection if available. Acceptable marking rounds include: 9mm & .223 Simunition / 9mm & .223 UTM & Force-on-Force Brands. Airsoft is also acceptable.

ITOA can provide officers with Patrol Rifle drop in bolt conversions. ITOA has a limited number of Glock 17T Converted Pistol to loan out.

    ABOUT ITOA

    This is an opportunity for tactical officers to gather together to compare ideas and experiences. Through education and networking, it was hoped that high-risk operations requiring the use of a tactical team would be made safer.
