Realistic Scenario Based Training Instructor & Safety Officer Course

Dates: February 9-10-11, 2026    Times: 9am-5pm  

Locations: Gurnee & Lake Villa, IL

PURPOSE OF COURSE: This Three-day, 24-hour course is designed to provide your department trainers with the philosophy, concept, operational practices and safety protocols when conducting scenario-based training sessions. The course is designed for law enforcement trainers who will be conducting Realistic Scenario-Based Training, by systematically planning, developing and conduct scenario-based training sessions.

COURSE DESCRIPTION: The focus of this program is to certify your department instructors to conduct hands-on scenario-based training in a realistic environment, utilizing converted training weapons and live role players. This course is designed to incorporate basic patrol operational tactical knowledge, awareness, core skills and performance into teaching and/or testing scenarios.  

COURSE GOALSThe goals of this program are to equip trainers with knowledge, skill sets, safety protocols, scenario outlines and course material to conduct and teach Realistic Scenario-Based Training concepts, protocols and processes. The goal of the course is to provide a comprehensive, all-inclusive training plan and safety protocol process that is required when conducting scenario-based training. 

Departments need experienced and well-prepared trainers to conduct realistic scenario-based training. Graduates of this course will be prepared to conduct, mentor and coach their students, while taking on this demanding educational role. 

Providing their students with realistic scenarios that include defined goals, objectives and methodology will greatly enhance an officer’s confidence, competency and ability to perform their job to the high standards required in today’s law enforcement profession. 

COURSE PREREQUISITES: Recognizing that Scenario-Based Training Instructor & Safety Officers will be the subject matter experts at their department, the prerequisite standards for admission into this program must reflect the significance of the position. The individuals selected for this program should be well-established instructors with a broad spectrum of instructor experience, reflecting the importance of this position. 

Attendees to this class should be:

  1. An instructor within their own agency, with a strong pedigree of instruction experience and numerous instructor areas of knowledge, which should include areas such as: firearms, patrol tactics, use of force, active threat response, emergency medical, Taser & 12 gauge less lethal
  2. End User (preferably Instructor) Training required to attend this course in the following areas are:
  • Use of Force 
  • Pistol / Rifle
  • High Risk Traffic Stops
  • High Risk Patrol Tactics 
  • Active Threat Response
  • Taser
  • CIT 

NOTE: Officers with the ITOA Tactical Patrol Officer (TPO), Master TPO and/or the Illinois Active Threat Master Instructor designations meet all the requirements to attend this course.

All the below listed equipment is required for day 2-3 of training.

Student Required Equipment:

  • Patrol Ballistic Vest – Concealed or outerwear
  • Glock 17T or Converted marking round capable training pistol
  • Patrol Rifle w/Sling, Light & Chamber Blocking Device. 
  • Patrol Rifle Drop in Bolt Conversion, or a dedicated marking round converted rifle
  • Protective Impact Resistant Wrap-Around Safety Glasses
  • Hand Held Ballistic Shield – If Applicable 
  • Water / Sport Drinks to Maintain Hydration
  • 100 Marking Pistol Training Rds.
  • 100 Marking Rifle Training Rds.
  • Head & Neck Protection for Scenarios – if their department has them.

LUNCH Day 2 & 3: Due to the complexities of the safety protocols and logistics – lunch on day two and three will be on-site. Students will be responsible for bringing their own lunches on day 2 & 3. 

The course requires every attendee to be equipped with a converted patrol rifle and pistol that shoot marking cartridges.  A limited supply of converted pistols and AR15 drop in bolts will be available for those that do not have their own converted weapons. Officers are required to have converted weapons and supply their own marking ammunition. Officers must have a minimum of 100 rifle marking rounds and 100 pistol rds (any color).  

Officers should also bring protective masks and neck protection if available. Acceptable marking rounds include: 9mm & .223 Simunition / 9mm & .223 UTM & Force-on-Force Brands. Airsoft is also acceptable. 

Paint Ball may NOT be utilized in this course.  

ITOA can provide officers with Patrol Rifle drop in bolt conversions. ITOA has a limited number of Glock 17T Converted Pistol to loan out.

COST:

$425.00 - Current ITOA Members (membership dues paid on or after this date in 2025)

$465.00 - Non-members (includes your 1-year ITOA Membership upon payment)

ITOA Refund Policy (effective from February 10, 2025)

The Illinois Tactical Officers Association (ITOA) refund policy for those who cancel their attendance at an ITOA paid event is as follows:

  • A full refund will be issued if cancellation occurs at least 30 calendar days prior to the event. 
  • If cancelled 7-29 calendar days prior to the event, a 50% refund will be issued.
  • Cancellations less than 7 calendar days prior to the event will not be granted a refund.

Additionally, a registrant who does not attend the event for which they are registered will not receive a refund.

    ABOUT ITOA

    This is an opportunity for tactical officers to gather together to compare ideas and experiences. Through education and networking, it was hoped that high-risk operations requiring the use of a tactical team would be made safer.
